Job Description
Key Role:
Provide program management support to the Marine Corps Emergency Dispatch Services (EDS) program managing all Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) aspects, including assisting with internal and external policy analyses, development, and implementation, requirements development, planning, programming, budgeting, and execution (PPBE) of resources, internal and external and vertical and horizontal collaboration with government and civilian stakeholders, and public, private, and not-for-profit organizations and agencies. Ensure an effective and efficient EDS capability exists to support all-hazards emergency response and management activities that align with national and DoD requirements and public safety industry standards to enable the framework and functions of the National Incident Management System (NIMS). Assess Marine Corps installation dispatch centers to support compliance, emergency preparedness, and recommendations for improvement, as needed. Manage the application of analytical risk management principles that enable organizations to achieve mission assurance by preparing for, preventing, mitigating, responding to, and recovering from emergencies.
Basic Qualifications:
- 5+ years of experience as a public safety telecommunicator for 911
- Experience with public safety telecommunications and information systems, including Enhanced 911 (E911), Next Generation 911 (NG911), Computer Aided Dispatch (CAD), Geospatial Information Systems (GIS), and Land Mobile Radio (LMR)
- Experience using available defense collaboration tools
- Knowledge of U.S. laws, regulations, executive orders department and service level policies, and public safety telecommunications and information systems industry standards, including the National Emergency Number Association (NENA), Association of Public Safety Communications Officials (APCO), and National Fire Protection Association (NFPA)
- Secret clearance
- HS diploma or GED
Additional Qualifications:
- Experience conducting technical analysis of laws, regulations, policies, and industry standards relating to emergency management and public safety telecommunications and information systems
- Experience providing training program management support to analyze industry standards, formulate training requirements, assist with the development of EDS training policy, and determine resourcing needs
- Experience conducting EDS workforce analysis
- Ability to represent the EDS program manager and participate in department and service-level meetings, including public safety emergency management communications working groups, and integrated product or process teams to ensure Marine Corps interests are communicated, as needed, and attend public safety industry informational forums to keep well-informed of evolving technologies and capabilities
- Emergency Number Professional (ENP) Certification
Clearance:
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $52,100.00 to $119,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.Work Model
