Key Role:
Provide IT network and program requirements analysis to support the Navy’s alignment to DoD network architecture, including Consolidated Afloat Network Enterprise Service (CANES), Secure Tactical Assured Command and Control (STACC), and other Navy enterprise-wide IT and communications programs. Research technical requirements and capabilities of the Navy’s communication programs and networks and provide detailed analysis of technical and funding requirements to senior Navy leadership. Perform detailed financial analysis to provide assessments of network capabilities and requirements to support and defend Navy network investments during each phase of the Planning, Programming, Budget, and Execution (PPBE) cycle. Participate in planning and support of Navy and DoD IT meetings to assess policy, requirements, and financial data to accurately present Navy positions to senior Navy leaders to inform critical decisions on network strategy, requirements, policy, and investments. Interface with numerous Navy and DoD IT network stakeholders and coordinate, lead, and participate in stakeholder meetings.
Basic Qualifications:
- 7+ years of experience with DoD IT and Communications Systems requirements development, coupled with financial, budget, and data analytics, including an advisory or individual contributor role
- Experience with DoD Requirements Generation processes
- Experience with DoD or Navy PPBE processes, and POM and budget analysis
- Experience with using Microsoft Office Suite, including Word, PowerPoint, and Excel
- Knowledge of IT Network and Communication System requirements, including DoD services, such as the Navy
- Ability to develop and brief material to senior client leadership in support of decision making
- Ability to work independently, collaboratively, and creatively to lead client initiatives
- Secret clearance
- HS diploma or GED
Additional Qualifications:
- Experience in working with Navy or Service staff as military, civilian, or consultant, including Joint Staff, OPNAV, Fleet and Type Commander, and Navy Systems Commands
- Experience with DoD and Navy IT policies, network, and technical system requirements
- Ability to contribute in a team-oriented environment
- Possession of excellent technical and analytical skills
- Possession of excellent oral and written communication skills
- Bachelor's degree
Clearance:

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $49,800.00 to $102,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.Work Model
