Network Program Requirements Analyst

Key Role:

Provide IT network and program requirements analysis to support the Navy’s enterprise IT networks, including the Next Generation Enterprise Network (NGEN) and Consolidated Afloat Network and Enterprise Services (CANES). Ensure alignment to Navy and DoD network architectures and other Navy enterprise-wide IT and communications programs. Research and develop emerging technology and Cybersecurity requirements and capabilities needed to defend the Navy’s networks and provide detailed analysis of technical and funding requirements to senior Navy leadership. Perform detailed financial analysis to provide assessments of network budget requirements to support and defend Navy network investments during each phase of the Planning, Programming, Budget, and Execution (PPBE) cycle. Participate in planning and support of Navy and DoD IT meetings to develop new enterprise network policies, requirements, and financial data to accurately present Navy positions to senior Navy leaders to inform critical decisions on network strategy, requirements, policy analysis, and investments. Interface and liaise with numerous Navy and DoD IT network stakeholders, coordinate, lead, and participate in stakeholder meetings, and collect and analyze Navy network requirements. This position is located in Arlington, VA.

Basic Qualifications:

-7+ years of experience in IT, Command, Control, Communication, Computers, Intelligence, Surveillance, Reconnaissance (C4ISR), space, or unmanned Systems with 3+ years in a managerial capacity

-Experience with Navy or DoD IT network requirements

-Experience in PPBE and requirements generation process

-Ability to have a strong proficiency in with Microsoft Office Suite, including Word, Power Point, and Excel 

-Ability to contribute in a team-oriented environment

-Ability to work independently, collaboratively, and creatively and utilize technical and analytical skills to lead client initiatives

-Active Secret clearance

-HS diploma or GED

Additional Qualifications:

-Experience in working with Navy or Service staff as military, a civilian, or a consultant, including Joint Staff, OPNAV, and Navy Systems Commands

-Experience with DoD and Navy IT policies, technical and network requirements, architecture

-Knowledge of Navy financial and IT system databases, including PBIS, PBIS-IT, RAPS, DITPR-DON, and DADMS

-Possession of excellent oral and written communication skills, including developing and briefing material to senior client leadership to support decision-making

-Possession of excellent technical and analytical skills, including

-BA or BS degree
