Technical System Engineer, Senior

Key Role:

Provide technical support to the client's senior leadership, as required, including assisting with managing research and development (R&D) portfolio activities, providing technical support to the client's program managers conceiving, developing, formulating, and managing advanced (R&D) programs, and maintaining and growing technical expertise in to support to the client's overall portfolio goals and objectives. Provide advice and guidance regarding ongoing and emerging technology and technical issues, opportunities, and events that potentially impact the client's mission and goals, including performing high-level gap analysis of the intelligence community (IC)’s R&D activities to identify critical technical areas to address those gaps, technical competencies required to cover these areas, and federally funded R&D centers (FFRDCs) best equipped to support technical evaluation of research in these areas. Interact with technical experts in the IC, DoD, academia, and private industry, as required to support the client's mission and programs and comprehend IC priorities, as expressed in the National Intelligence Priorities Framework, the National Intelligence Strategy, and other strategic documents. Assist with building research initiatives to support Requests for Information (RFI), Broad Area Announcements (BAAs), Request for Proposals (RFPs), and challenges. Meet with the client director, deputy director, and chief scientist biweekly to review key program activities and advise on emerging technical issues and actions. Assist client leadership and program managers with the preliminary evaluation and screening of technical research ideas, studies, seedlings, and program proposals, attend and participate in all client Program Management Reviews (PMR) and New Start Pitches (NSP), and provide detailed written feedback, recommendations, and questions to the director, deputy director, and senior leaders, as required.

Basic Qualifications:

-Experience in assisting Project Managers (PM) and their Systems Engineering and Technical Assistance (SETA) contractors with technical research ideas and studies and preparing new start proposals and program execution or activities, as directed by leadership

-Experience in interacting with technical experts in the IC, academia, and private industry with and on the PM’s behalf

-TS/SCI clearance with a polygraph

-BA or BS degree

Additional Qualifications:

-Knowledge of machine learning, quantum computing, and Cybersecurity

Clearance:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance with polygraph is required.
