Site Security Manager

Key Role:

Ensure the security of the construction site by conducting risk assessments to identify threats, vulnerabilities, and assets, thereby determining the most effective countermeasures for both physical and technical security. Implement and uphold the standards outlined in various Intelligence Community Directives and manuals throughout the entirety of the project lifecycle, advising the Accrediting Official (AO) on compliance matters. Collaborate with the AO to craft a robust Construction Security Plan (CSP) in adherence to the IC Tech Spec for ICD/ICS-705 standards, continually updating the CSP as necessary, and developing Standard Operating Procedures (SOPs) tailored to the project's needs. Supervise and coordinate Site Security Manager (SSM) staff, including Construction Surveillance Technicians (CSTs), Cleared American Guards (CAGs), and escorts, as applicable. Establish and implement inspection protocols to be carried out by SSM staff, encompassing materials, construction progress, equipment, personnel, and personal effects, ensuring meticulous documentation in alignment with relevant directives and guidelines. Conduct regular security inspections throughout the project duration to verify compliance with the CSP and to ensure the exclusion of uncleared personnel during non-duty hours, promptly documenting any deviations or violations and notifying the AO accordingly. Execute the Fixed Facility Checklist (FFC), TEMPEST Checklist, and compile requisite documentation, such as floor plans and certifications for submission to the Special Security Officer (SSO) and AO. Oversee testing procedures for Sound Transmission Class (STC) and IEEE-299 to ensure adherence to established standards.

Basic Qualifications:

  • 3+ years of experience managing ICD-705 SCIF construction security projects as a Site Security Manager or Assistant Security Manager

  • Experience in staff management, ensuring efficient team coordination and performance

  • Experience with physical security methodologies

  • Knowledge of Intelligence Community Directive 705 (ICD-705), IC Tech Spec. for ICD/ICS-705, DoDM 5105.21 v2, and DoDM 5205.07 v3

  • Knowledge of Technical Surveillance Countermeasures (TSCM) policies and best practices

  • Ability to comprehend and interpret technical drawings, blueprints, and related documentation, facilitating effective decision-making and communication

  • TS/SCI clearance

  • Bachelors degree

  • Accredited Site Security Manager Certificate

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $75,600.00 to $172,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
