Continuity of Operations Mission Assurance Planner

As a Continuity of Operations Planner supporting the U.S. Army Pacific mission, you will be managing, planning, and administering Continuity of Operations (COOP) programs by providing workable solutions for actions and issues related to potential and actual acts of nature, accidents, technological emergencies, and military attacks that could cause initial mission degradation. You’ll bring your leadership, subject matter expertise, and planning and consulting expertise to work alongside leaders on projects for the Indo-Pacific Area of Responsibility (AOR). You’ll use your skills and expertise to facilitate Operational Planning Teams (OPTs), bureaus, boards, cells, conferences, and working groups, and respond to or create Requests for Information (RFI). You will assist with the development, analysis, and evaluation of policy, processes, and systems related to client requirements. You will support related initiatives and requirements, including institutional and operational level security cooperation capacity building events, organizational assessment, and input into higher headquarters efforts. You'll contribute to the synchronization of efforts in a matrix organization with multiple functional areas and provide written reports and briefs for senior military audiences.

What You’ll Do:

  • Serve as a principal continuity advisor to an Army Mission Assurance Director, assisting in the development, implementation, and evaluation of continuity strategies, plans, and procedures.
  • Support the validation of continuity plans through continuity exercises by writing exercise Letters of Instruction, preparing exercise briefs and scenarios, administering exercise injections, preparing after action reports, and tracking after action items.
  • Be available for travel throughout the Indo-Pacific AOR, conducting assessments of policy, programs, plans, and defense critical assets or infrastructure.
  • Review continuity plans and orders annually to ensure they comply with higher level continuity guidance.
  • Assist in organizing and maintaining knowledge management systems to ensure needed information is readily available to continuity personnel.

You Have:  

  • 5+ years of experience with the DoD or USG in COOP planning or emergency management, and crisis action planning
  • 5+ years of experience with the Military Decision-Making Process (MDMP) or Joint Planning Process
  • Knowledge of the DoD Mission Assurance Program
  • Ability to deliver verbal and written presentations to executive leaders
  • Ability to work effectively in a collaborative environment and manage multiple tasks with competing timelines and deliverables
  • Ability to travel domestically and internationally up to 20% of the time
  • Secret clearance
  • Bachelor's degree or 5+ years of experience as a Continuity of Operations SME at the Service Component or Combatant Command level in lieu of a degree

Nice If You Have:  

  • Experience with operational planning, focused on the INDOPACOM AOR
  • Knowledge of Army Protection and Multi-Domain Operations
  • Knowledge of Joint, Bilateral, and Unilateral Operations
  • Bachelor degree in Homeland Defense, Emergency Management, or a related field preferred; Master's degree in Homeland Defense, Emergency Management or a related field a plus
  • DoD Antiterrorism Level II Certification
  • PMP Certification
  • Completion of a Defense Mission Assurance Assessors Course

Clearance:
Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $84,600.00 to $193,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
