Key Role:
Lead the acquisitions shaping initiatives for a set of strategic, priority pursuits across the Civil Sector. Contribute to the growth of the federal civilian portfolio by bringing forward acquisition expertise with the FAR, AMS, and other acquisition regulations and methods, such as DHS PIL, used by clients while working closely with capture executives and senior leaders to ground recommendations in what the benefit to the client is for risk mitigation, pricing considerations, and operational excellence in delivery. Lend expertise in lessons learned in contractual structures, service level agreements, contract terms, and evaluation criteria and work in a highly inter-disciplinary team of senior leaders to contribute across growth functions to make recommendations for teaming considerations as well as contribute to competitive intelligence. Leverage senior-level leadership and community relationships in the civil industry and with government clients where possible and leverage experience with government acquisitions and procurement or capture and business development, while leveraging functional expertise to build re-usable approaches to outcome-focused acquisitions. Lead negotiations with acquisition officials to build common understanding and vision for large complex procurements. Lead the development of acquisition shaping papers by working collaboratively with delivery leaders, capture managers, workstream leads, and senior executives internally and externally, and work with market-based competitive intelligence, market assessments, client assessments, and strategic planning efforts to support expanding specific client-based or solution-based opportunity portfolios.
Basic Qualifications:
10+ years of experience with acquisition approaches for federal civilian agencies
3+ years of experience with the direct management of acquisition shaping for large, technically-complex pursuits
Experience in developing and maintaining effective internal and external business relationships with clients and industry partners
Experience with successful collaboration of all phases of a large and multi-year capture effort, including strategic planning, teaming, proposals, market and competitive assessments, and price-to-win analyses
Ability to show expertise in the acquisition regulations, such as FAR or AMS, and procurement trends, such as DHS PIL
Ability to communicate multi-step and interdependent activities effectively to capture teams and ensure efficient execution of efforts
Ability to lead teams and stakeholders throughout the shaping process
Ability to obtain a security clearance

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $134,600.00 to $250,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.Work Model
