IT Procurement Specialist, Senior

Key Role:
Lead category management and strategic sourcing efforts for assigned categories with a focus in enterprise software licensing, including Microsoft, Cisco, IBM, and other SaaS and Cloud Service licensing. Collaborate with stakeholder teams across Booz Allen and apply functional expertise to develop and execute category and sourcing strategies. Conduct due diligence for complex procurement initiatives, including spend analysis, market research, competitive solicitations, supplier evaluations, cost analysis, and negotiation of terms and conditions, including warranty, indemnification, and liability provisions. Coordinate sourcing and contracting activities. Provide business counsel, resolve supply chain issues, and develop client relationships to drive client engagement. Apply expertise to identify business process improvement opportunities and help implement new tools and procedures. Due to the nature of work performed within this facility, U.S. citizenship is required.

Basic Qualifications:

  • 5+ years of experience with IT procurement
  • 3+ years of experience with strategic sourcing, supplier negotiations, contract formation, and contract administration
  • Experience interpreting software licensing terms and conditions
  • Experience with technical applications, including Microsoft Office applications and e-Procurement systems
  • Ability to leverage technology transactional expertise, including IT infrastructure and cloud computing services
  • Ability to leverage market research and informational resources
  • Ability to apply principles of technical and economic evaluation and use these evaluations as a basis for negotiation strategies and sourcing recommendations
  • Ability to draft contractual agreements for proposed procurement opportunity, review all commercial terms and conditions, and evaluate contractual risk
  • Ability to travel locally to meet with clients
  • HS diploma or GED

  • Experience with procurements, including technology, consulting, and professional services
  • Ability to work in a collaborative, high-demand, client-driven environment
  • Ability to exhibit leadership qualities and interface with internal groups and teams at multiple organizational levels
  • Possession of excellent negotiation, consultative, and interpersonal skills
  • Possession of excellent verbal and written communication skills
  • Bachelor's degree

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $65,300.00 to $149,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
