Overseas High-Risk Facilities Project and Construction Manager

The Challenge:

We need an expert like you who is eager to use your proficient communication skills to manage complex projects that’ll protect our national defense.

As a facilities professional on our team, you’ll manage challenging projects for sensitive missions from beginning to end while collaborating with senior leadership. Using computer-related facilities management software and your problem-solving skills, you’ll oversee a team to develop creative solutions on mission-critical projects in National Security.   

In this role, you’ll closely impact National Security by overseeing the design and construction of critical projects. With mentoring, exposure to challenging projects, and opportunities to learn new tools and skills, we focus on growing as a team to make the best solutions for our customers.

What You’ll Work On:

  • Analyze, formulate, and recommend facility standards and design and space criteria and usage through space utilization studies and forecasts for clients in National Security.

  • Lead analyses and solution development for facility planning and management of sensitive projects.

  • Perform complex activities as related to the control and management of cost, schedule, risk, and resource optimization. Prepare or review facilities estimates and site proposals for client review as to cost and feasibility.

  • Advise National Security clients in developing plans and programs responsive to present and anticipated portfolio, facility, or individual space requirements. Recommend planning, design, and construction standards or milestones.

You Have:

  • 5+ years of experience in overseas construction management

  • 1+ years of experience OCONUS with local contractors and labor forces

  • Experience working in a government-designated war zone

  • Ability to provide construction management or project management services for OCONUS hazardous areas, including high- and elevated-risk areas

  • Ability to manage multiple projects simultaneously and adjust priorities as required

  • Ability to coordinate and assist third party construction firms in such a manner as to ensure project success, including being on-budget, on-time, within scope, and with an acceptable level of quality given the project requirements and the environment

  • Ability to coordinate construction activities between all disciplines, including architectural, mechanical, electrical, safety, security, logistics, and communication and all project-related functions

  • Ability to manage the Integrated Project Team (IPT), including security, logistics, telephone, computer system, contracts, facility support officer, and construction personnel

  • TS/SCI clearance with a polygraph

  • HS diploma or GED

Nice If You Have:

  • Experience with maintaining daily project log, documenting all activities related to the project, including changes in the SOW, schedule deviation, and cost impacts

  • Experience in maintaining close communication with the customer to ensure their satisfaction through project completion

  • Experience in assisting with performing drawing reviews, conducting site surveys, reviewing change orders, contractor oversight, quality assurance, and final project acceptance, and assisting with final project approvals

  • Experience in coordinating with all Government stakeholders, including Management, Security, Utility Outages Transportation, Logistics, Communications, and IT

  • Ability to provide weekly status reports of the project and any or all support required from other locations

  • Ability to coordinate and assist site development, cast-in-place concrete construction, electrical power generation plants and distribution systems, expedient field construction techniques, building systems and oversight of compound construction

  • Ability to assist the government in all aspects of project planning, design, construction, O&M, and deactivation, including development of construction documents and specifications, evaluation of bids, reviewing of shop drawings and submittals, site inspections and quality assurance, evaluation of project modifications and change orders, and validating accomplishment of work claimed on invoices for partial payments

  • Ability to assist in developing Statement of Work (SOW) requirements

  • Ability to ensure that the project adheres to established SOW requirements, schedules, and budgets

Clearance:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance with polygraph is required.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $58,400.00 to $133,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
