Proposal Senior Manager

Key Role: 

Lead and direct proposal teams to develop compliant, compelling, and convincing proposals by balancing capture strategies with the operational execution of government evaluation models, RFP structural requirements and timelines. Drive proposal development teams, including Volume Leads, Solutions Architect, Content Developers, Section Writers, Coordinators, and Color Teams to implement the firm’s established proposal framework and following the processes and procedures to translate capture and win strategies into proposals that meet RFP scoring expectations and deadlines. Apply broad expertise, facilitate, and contribute to proposal strategy and solution sessions and the development of proposal content, including resolving significant and unique issues, where the analysis of situations or data requires an evaluation of intangibles. Manage the activities involved in the development and revision of complex proposals by coordinating with internal capability teams to define technical approaches and solutions for inclusion in various proposal volumes. Plan and coordinate proposal resources, including people, budget, and schedule, and communicate status regularly to the firm’s leadership. Serve as a team leader to coordinate major proposal efforts and provide leadership for junior employees, including supervising the activities of others while presenting proposal status, issues and reviews to executive management and incorporate and adjudicate feedback.

Basic Qualifications:

  • 10+ years of experience in federal proposal management leading large teams through full life cycle of complex, strategic proposals comprised of multiple volumes, including sample task orders, and intricate cost requirements, such as Basis of Estimates (BOEs) 

  • 10+ years of experience with developing comprehensive federal proposal responses, including staffing models or plans, management, past performance and resumes for various types of systems engineering, and professional services opportunities 

  • Experience with leading and managing proposal teams through the design, delivery, and implementation of complex proposals while collaborating with clients to identify, clarify, and resolve complex issues critical to internal clients' strategic and operating success by developing insight, conducting independent analysis, developing conclusions, and providing implementation assistance, and defined business development processes, including phases and gates

  • Experience with leading and coordinating diverse teams from various organizational levels from the prime, subcontractor, and consultant business while working closely with business area operations, business development leads, and pricing leads to ensure the alignment of technical, management, and cost and price strategies and managing resources from external proposal consulting service providers  

  • Experience with Microsoft Word, PowerPoint, Excel, SharePoint, and Adobe Acrobat 

  • Knowledge of industry proposal practices, including Shipley Best Practices 

  • Ability to display a record of leading strategy engagements and efforts supporting capture efforts, including Win Argument development, Technical Solution analysis, and Call Plan reviews

  • Ability to produce proposal documentation, including schedules, budgets, outlines, and templates using Microsoft Office, including Word, Excel, PowerPoint, and Project 

  • Top Secret clearance

  • Bachelor's degree

Additional Qualifications: 

  • Experience with proposal compliance audits 

  • Experience with delivering project solutions to federal clients

  • TS/SCI clearance

  • Master's degree

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $118,000.00 to $220,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees. This posting will close within 90 days from the Posting Date.
