Subcontract Administrator, Lead

Grow your career at Booz Allen through challenging and fulfilling opportunities in procurement and leverage our world class learning and development programs while building meaningful relationships with a diverse supply base, program team, and other cross-functional internal partners. Lead a team of procurement professionals delivering full life cycle support to defense agencies and manage a diverse portfolio of programs and proposals, collaborate with senior leadership and human resources to identify staffing needs, assist with the recruitment or interview processes and conduct performance reviews and provide feedback to a team of procurement professionals. Join Booz Allen during an exciting growth period and support a Joint Combatant Command client as a critical member of a cross functional integrated team designed to meet clients’ missions while performing essential procurement responsibilities. Identify, manage, and mitigate complex supply-based risks throughout the procurement life cycle to support prime contract requirements, operational goals, and business strategies by providing thought leadership and effectively partnering with other functional groups, including Legal, Contracts, Pricing, Risk Management, and Finance. Perform and oversee critical procurement tasks for highly complex procurements around the development of effective business solutions, data analytics, artificial intelligence, Cybersecurity, including creating and issuing requests for proposals, evaluating supplier proposals, conducting price analysis, pricing bill of materials, negotiating non-disclosure agreement and teaming agreements, license agreements, and terms and conditions, creating small business subcontracting plans, flowing down appropriate prime contract, firm, and agency regulations, and administering subcontracts modifications and task orders while ensuring compliance with Contractor Purchasing System Review (CPSR) requirements and Booz Allen policies. Due to the nature of work performed within this facility, U.S. citizenship is required.

Basic Qualifications:

  • 8+ years of experience with subcontracts administration or procurement to support domestic and international US government subcontracts
  • Experience with negotiating various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price, Level-of-Effort (FFPLOE), Cost-plus-fixed-fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), and Indefinite-Delivery and Quantity Contracts (IDIQ) types
  • Experience with managing a team of procurement and subcontracts professionals in a fast-paced environment for defense federal acquisitions
  • Experience with creating and reviewing and auditing file documentation in compliance with contractor purchasing system review (CPSR) requirements
  • Experience with supporting complex proposals in a demanding and fast-paced environment for Civil and Defense federal acquisitions
  • Knowledge of federal acquisition regulations (FARs), General Services Administration (GSA) schedules, Government-wide Acquisition Contracts (GWACs), and IDIQ vehicles
  • BA or BS degree or 10+ years of experience with subcontracts or purchasing in lieu of a degree

Additional Qualifications:

  • 2+ years of experience in a supervisory or management role with direct reports
  • Experience with conducting performance reviews and establishing development actions
  • Ability to lead a team of procurement professionals through effective personnel management, workload distribution, and coaching and communication of firm policies and priorities
