Project Community Planner

Key Role:

Analyze the development of plans, including budgets and schedules to meet contractual or project requirements for several major portions of a program. Establish and define program plan requirements and perform in-depth studies to determine optimum program plans. Coordinate the interdepartmental development of program plans. Interface with vendors and customers and performs extensive investigations, as required. Monitor and report performance against plans to ensure contractual, cost and schedule objectives are met. Arrange modifications, as required.

Basic Qualifications:

-Experience with Microsoft Office programs

-Experience with the creation, revision, and presentation of planning, design, and construction documents for the development of the program for several hundred new buildings

-Knowledge of ArcGIS

-Knowledge of the Marine Corps Planning Process

-Knowledge of Navy Shore installation programs, including iNFADS, EPG, ECONPACK, or eProjects

-Knowledge of horizontal and vertical construction, architecture, land development, utility systems, space allocation, functional layout, design development processes, construction means and methods, and US and Japanese construction practices

-Knowledge of how to use quantitative and qualitative methods and techniques to develop support deliverable criteria and metrics covering complex program mission and functions related to construction programs

-Secret clearance

-HS diploma or GED

Additional Qualifications:

-Experience in working with a diverse and often conflicting group of stakeholders on politically sensitive and schedule-constrained construction projects

-Knowledge of the overall mission, organization, functions, capabilities, administration, and operations of the Marine Corps in general

-BA or BS degree

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.
