Common Operational Picture Manager, Senior

Key Role:

Coordinate U.S Component air operations center (AOC) mission requirements between leadership, operations, Joint Interface Control Cell, and Global Command and Control System-Joint (GCCS-J) work center system administrators. Apply the Integrated C4I System Framework (ICSF) and Agile Clients to manage the theater COP, including the development of overlays and Keyhole Markup Language files with web-based geospatial display engine, such as Google Earth or other geospatial sources. Verify daily Air Tasking Orders and Airspace Control Orders are imported into all ICSF and Agile Clients to ensure proper parsing and tagging for inbound tracks. Ensure near real-time latency for the air picture is realized between the Air Defense System Integrator and Joint Range Extension and messages are distributed to and viewed in TacView, Joint Automated Deep Air Operations Coordination System (JADOCS) chart, and GCCS-J Agile Clients. Ensure track latency times within the GCCS-J COP server meet message requirements. Properly filter tracks aligned with daily priorities and interests of the AOC operators. Attend pertinent operational meetings involving COP activities and contact appropriate personnel to assist in adjusting filters.

Basic Qualifications:

  • 6+ years of experience with JADOCS, GCCS-J Agile Client, and ICSF Client

  • Experience producing senior-officer level presentations, briefings, and background papers, providing detailed and well-researched documents, and planning, coordinating, and executing theater and regional operations and exercises

  • Knowledge of European Theater of Operations, plans, exercises, and threats

  • Knowledge of United States Message Text Format (USMTF) messages and the server and method of transport architectures

  • Knowledge of integrating COP products from applications, including COP Sync Tools, Command Post Computing Environment, Command Post of the Future, Advanced Field Artillery Tactical Data System, and JADOCS

  • TS/SCI clearance

  • Bachelor's degree

  • Completion of Joint Deployment Training Center GCCS-J COP, GCCS-J Integrated Imagery and Intelligence (I3) Operator, or COP Manager Mobile Training Team and Resident Courses

Additional Qualifications:

  • Experience with joint, operational, and high-level staff in COP management

  • Experience with EUCOM force structure and DoD component commands

  • Experience with joint exercise planning systems and tools

  • Knowledge of AOC requirements within EUCOM and AFRICOM OPTASK messages

  • Ability to provide impromptu training of basic procedures and methods for personalizing track display, filtering techniques, or other areas to simplify operational use of a client

  • Graduate of JT-102 Multi-TDL Advanced Joint Interoperability Course
