Joint All Domain Command and Control SME

Key Role:

Provide operational, exercise, engagement planning, and subject matter expert (SME) support to identify and integrate joint all domain command and control (JADC2) systems and capabilities into a U.S. Component air operations center (AOC). Incorporate joint, allied, and coalition air, space, and missile defense capabilities, enhance concurrent execution of the counter air framework, and fuse JADC2 defense systems into AOC operations, exercises, training, and education. Advise the client and supporting components on joint and allied air, space, and missile defense, joint interface control, command and control (C2) datalink architectures, and operational functional area expertise on JADC2 operations and network implementation. Support the development and management of a U.S. Combatant Command Theater Integrated Air and Missile Defense (IAMD) Common Operating Picture and Theater IAMD Multi-Tactical Datalink Network systems and architectures supporting joint, allied, and Coalition operations and exercises in the area of responsibility (AOR). Provide U.S. Component stakeholders SME support, including operational implementation of JADC2 systems into new and existing AOC systems and architectures, real-time support to time-sensitive and contingency operations as they apply to exploiting JADC2 capabilities and limitations to further the DoD's objectives in the AORs, theater and regional-level exercise support, and analysis and recommendations for Operational Planning Teams. Apply technical expertise and recommendations to leadership on operations, maintenance, and configuration of complex Tactical Data Link (TDL) Systems and how they interface with JADC2 systems and architectures. Capture assessments and after-action deliverables, including talking points and recommendations for the future of JADC2 as it relates to AOC operations and exercises.

Basic Qualifications:

  • 3+ years of experience as a qualified Joint Interface Control Officer (JICO)
  • Experience with developing, writing, and articulating multi-national exercise objectives and datalink architecture plans to action officers and senior military leaders
  • Experience producing senior-officer level presentations, briefings, and background papers, providing detailed and well researched documents, and planning, coordinating, and executing theater and regional operations and exercises
  • Knowledge of a broad spectrum of tactical data link protocols, including MIL-STD 6011, MIL-STD 6016, MIL-STD 6020, MIL-STD 3011, TCP/IP, serial, simple, and satellite standards
  • Ability to generate OPTASK LINK messages in support of exercises and operations and coordinate with service specific Network Design Facilities
  • Ability to take the initiative and solve problems, and provide advice on complex issues with data link, including Link 11, Link 16, SADL, and Link 22 operation and system configuration
  • TS/SCI clearance
  • HS diploma or GED
  • JT-301 graduate

Additional Qualification:

  • Experience with analyzing international policy and security regarding missile defense
  • Experience with EUCOM force structure and DoD component commands
  • Knowledge of European Theater of Operations plans, exercises, and threats
  • Knowledge of Network Description Documents
  • Knowledge of joint, allied and partner air and missile defense systems, joint and combined military architectures, and exercise modeling and simulation
  • Bachelor’s degree
  • Security+ Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $84,600.00 to $193,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
