Security Cooperation Assessment, Monitoring, and Evaluation Analyst, Senior

Key Role:

Lead a team in the development and execution of a security cooperation assessment, monitoring, and evaluation (AM&E) program, including conducting planning, program design, and monitoring for high-priority significant security cooperation initiatives. Lead DoD client partnership assessments, analyze initiative design documents (IDDs) and monitoring plans, support the execution of evaluations and the documentation of five year plans, track program implementation, and maintain relationships and collaboration across the security cooperation enterprise. Determine a procedure for solving complex design, integration, and analytical problems. Prepare briefings and reports on analysis methodology and results. This position requires the ability to travel.

Basic Qualifications:

-8+ years of experience with the US military or DoD

-8+ years of experience with designing and monitoring security cooperation programs at security cooperation organizations, Combatant Commands, Department of State, USAID, or service component headquarters

-Knowledge of Chapter 16 and 10 U.S.C. Security Cooperation authorities

-Knowledge of formal DoD, Department of State (DOS), USAF staffing processes, and foreign military sales (FMS) processes

-Ability to coordinate and collaborate across the DoD security cooperation enterprise to conduct security cooperation activities

-Ability to lead small team and manage competing priorities in a fast-paced environment, analyze complex data, and prioritize tasks

-Ability to travel to Africa up to 25% of the time

-Secret clearance required

-BA or BS degree

Additional Qualifications:

-Experience with defense institution and institutional capacity building

-Experience with overcoming bureaucratic and cultural challenges while implementing complex requirements

-Experience with developing partnership assessments, initiative design documents, monitoring plans, or other AM&E products

-Experience in the AFRICOM AOR

-Active Top Secret clearance

-MA or MS degree in Political Science, International Relations, Foreign Policy, or related field

-Completion of resident course from Defense Institute of Security Cooperation Studies (DISCS)
