Naval Financial Program Analyst

The Opportunity: 

We have an opportunity for a Program Analyst with strong financial management skills to support the Navy client as we support cradle-to-grave contract management. You will lead a team of support staff and enable contract execution by strategic planning, integrated master scheduling, event planning, Total Ownerships Cost, Foreign Military Sales (FMS), contract development and execution, risk management, and support of the Quarterly Execution Review. You will collaborate with the government, the program team, and subcontractors to prepare and track the program’s procurements from government request through final reconciliation, develop contract status reporting, and maintain responsibility for historical contract documentation.

This is a chance to directly improve our Navy’s threat detection capabilities through development of program strategies while eliminating risks across projects, enabling our Navy client program to stay on-time and within budget – all while we improve contract management, track program milestones, and provide procurement execution and tracking of subcontracts and materials.

You Have: 

  • 5+ years of experience with the Naval Sea Systems Command, Navy Program Executive Office, or a DoD Program Office
  • Experience with DoD program and financial management tools in support of a government contract
  • Experience with developing acquisition briefings or whitepapers for senior DoD leaders
  • Experience with helping clients set priorities that balance service and control and manage and track multiple initiatives
  • Knowledge of program oversight, identifying plan deviations, and recommending resolutions to the assistant program manager
  • Knowledge of monitoring compliance with general contract terms and conditions for federal government contracts and supporting multiple clients in a fast-paced environment
  • Knowledge of subcontractor and vendor management, including reading and interpreting statements of work (SOWs) and monitoring funding allocations
  • Ability to work on a team comprising of multidisciplinary experts
  • Ability to obtain a security clearance
  • Bachelor's degree

Nice If You Have: 

  • Experience with Navy enterprise resource planning (ERP) or GFEBS
  • Experience with NAVSEA Enterprise Planning System (NEPS)
  • Knowledge of DoD 5000.02 and the Adaptive Acquisition Framework
  • Knowledge of Microsoft Office Suite, including Word, Excel, PowerPoint, SharePoint, and Outlook
  • Possession of excellent verbal and written communication skills
  • Possession of excellent editing and presentation skills, such as preparing and delivering briefings and reports to senior government executives
  • DAWIA PM Level I or II Certification
  • PMP Certification
  • Certified Defense Financial Manager (CDFM) or Defense Acquisition Workforce Improvement Act (DAWIA) Level I Certification in Business or Financial Management

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $65,300.00 to $149,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees. This posting will close within 90 days from the Posting Date.
