Enterprise Proposal Manager, Lead

Key Role:

Lead and direct proposal teams to develop compliant, compelling, and convincing proposals that balance capture strategies with operational executability against government evaluation models and structural requirements to win work. Define technical approaches and solutions for inclusion in various proposal volumes and via coordination with project teams. Present proposal reviews to management and incorporate feedback and serve as a team leader to coordinate numerous major proposal efforts at the same time. Contribute to the development of proposal strategies and proposal content to achieve goals in creative and effective ways. Lead and drive proposal development teams, including Volume Leads, Section Writers, Coordinators, and the Color Team Chair in implementing the firm’s established proposal framework and processes and procedures to translate, capture, and win strategies into proposals that meet RFP scoring expectations and deadlines. Act independently to create and determine methods and procedures to optimally address proposal requirements, using evaluation criteria and Performance Work Statement (PWS) requirements. Due to the nature of work performed within this facility, U.S. citizenship is required.

Basic Qualifications:

  • 10+ years of experience in a business development environment
  • 10+ years of experience managing and writing winning competitive Federal Government proposals
  • Experience leading large complex proposals with values of up to $100m, including detailed and evaluated verbal presentations
  • Experience using Microsoft Office programs, including Word, PowerPoint, and Excel
  • Ability to work efficiently under conditions of multiple deadlines and changing priorities to high-quality material
  • Ability to successfully execute multiple tasks simultaneously
  • Bachelor's degree

Additional Qualifications:

  • Experience working on solutions in an assisted acquisition environment such as FEDSIM
  • Experience developing and maintaining effective internal and external business relationships with clients and industry partners
  • Experience in the business development life cycle and solution selling methodologies
  • Ability to communicate multi-step and interdependent activities effectively to capture teams and ensure efficient execution of captured efforts

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $96,600.00 to $220,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
