Agreements Analyst

Key Role:
Analyze, identify, and recommend future Marine Corps requirements for inclusion in revised, updated, or new agreements between the Marine Corps and other agencies, organizations, and other DoD military services, including cooperative agreements and grants, real estate permits and leases, international agreements, acquisition and cross-servicing agreements, mutual aid agreements, memorandums of agreement, memorandums of understanding, intra-agency support agreements, inter-agency agreements, host-tenant support agreements, and technical agreements. Analyze the feasibility of support or other services for host nation of allies or partners and make recommendations based on base operations, mission support, and actions to reduce or mitigate mission risk and vulnerabilities. Analyze and identify appropriate cost sharing, as applicable. Analyze, identify, and recommend redundancy reductions and use existing infrastructure or planned military construction (MILCON) or host nation facility improvements for joint or combined environments as it applies to Japan, Guam, Hawaii, Australia, and other countries. Analyze trade-off and cost-benefit analysis to highlight return on investment or cost avoidance and savings. Analyze operational plans (OPLANs) or concept of operations plans (CONPLANs) for base or station supporting requirements and provide recommendations to address shortfalls and gaps through future agreements. Provide pre-event, onsite, and post-event recommendations and coordination for designated government and interagency conferences, symposia, and workshops. 

Basic Qualifications:
-10+ years of experience with military logistics
-5+ years of experience with creating and negotiating agreements.
-Experience with a variety of DoD networks for information gathering on both NIPR and SIPR domains
-Experience with Microsoft Office, including Word, Excel, and PowerPoint
-Experience in working with and supporting real world operations and exercises directed by the Marine Corps or its major subordinate commands 
-Knowledge of component-level South Korea and Japan OPLANs or CONPLANs 
-Knowledge of intra-service and inter-service support agreements, international agreements, acquisition and cross-servicing agreements, and status of forces agreements in use within the Pacific AOR
-Ability to work with senior level staff members at the Joint, Combined, Marine Corps Forces (MARFOR) or Marine Expeditionary Force (MEF) level
-Active Secret clearance
-BA or BS degree in Engineering, Logistics, or Business 

Additional Qualifications:
-Experience with mission planning
-Experience with program or project management principles
-Possession of excellent oral and written communication skills
-Completion of Continuous Process Improvement (CPI) Green Belt training preferred
