Budgetary Data Analyst, Senior

Key Role:

Apply expertise in technical budgetary work to a cross-functional data analytics team as part of developing analytical tools and solutions for DoD clients. Gather and interpret financial data and develop recommendations and reports for management. Assist with documenting business requirements, reviewing technical documentation, and developing presentations. Apply comprehensive knowledge of the particular field of specialization to the completion of complex assignments. Plan, conduct, and supervise assignments under general supervision. Review progress and evaluate results.

Basic Qualifications:

-7+ years of experience in a professional work environment

-Experience with Military Interdepartmental Purchase Requests (MIPRs)

-Experience with serving as a budget and business analyst responsible for supporting the planning, development, reporting and coordination of all program resource initiatives.

-Experience with analyzing DoD accounting records to determine the financial resources required to implement programs and making recommendations for budget allocations to ensure conformance to budgetary limits

-Experience with reviewing operating budgets to analyze trends affecting budget needs

-Experience with performing analytical services and providing cost effective and insightful reporting to decision makers regarding the analysis and tracking of obligations and the expenditure of funds

-Knowledge of the Programming, Budgeting and Execution (PPBE) process and Program Objective Memorandum (POM) submissions

-Knowledge of OMB Exhibit 300A, OMB 300B, and IT Portfolio Summary/Exhibit IT53

-Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience with briefing senior leadership on budget-related issues, including year-over-year status, budget impact of decisions made, and execution status and impact on both native organization and client organizations

-Experience with DoD financial systems

-Experience with Microsoft Office Suite, including Excel and PowerPoint

-Knowledge of different types of funding and specific rules regarding the different types of funding, including operations and maintenance, research, development, test, and evaluation (RDT&E), and other non-standard funding types

-Ability to adapt changing client requirements and quickly synthesize information into coherent, senior-level briefings using standard Microsoft products that succinctly describe the situation and impact of any changes to multiple stakeholders
