Electromagnetic Spectrum SME

Key Role:

Research and develop Joint Mission Threads (JMTs) to identify dependencies of Joint Force operations on the Electro-Magnetic Spectrum (EMS) and manage a repository of information with analytical findings and results. Engage with subject matter experts and operators across the Services to identify EMS dependencies, alternatives, and impacts to operations and coordinate with experts from the intelligence community to obtain updated information on threats to EMS operations. Coordinate the design and execution of analysis to investigate and quantify the impacts of EMS on joint missions. Collaborate with applicable stakeholders, including the Joint Staff, other Combatant Commands, DoD agencies, and the Services to ensure stakeholder equities are integrated into study concepts. Support advanced and improved analysis of force enablers and multipliers for EMS in DoD analysis, including for command and control and electronic warfare, with the goal of enhancing decision support, visualization, exercises, and war gaming. Coordinate the integration of EMS effects on Joint Force operations into campaign-level modeling. 

Basic Qualifications:

-6+ years of experience with Electro-Magnetic Spectrum (EMS) operations, training, planning, requirements, or analysis

-Knowledge of national, DoD, and Joint guidance on EMS, including unified command plan responsibilities and Joint Force operations

-Knowledge of modeling and simulation (M&S) tools and techniques for EMS

-TS/SCI clearance

-BA or BS degree

Additional Qualifications:

-Experience in war gaming or exercises involving EMS operations

-Knowledge of processes and procedures for the development, implementation, and execution of operation plans and orders, including the DoD and its structures and relationships, the Joint Staff, and interagency structures and relationships

-Ability to apply quantitative and qualitative analysis techniques and provide analytical methodology and reasoning to assess complex problems or define and clarify alternative solutions

-Ability to use data from models and tools to facilitate findings, as required

-Ability to organize and lead teams tasked to originate new ideas, projects, and methodologies

-Ability to execute projects and studies within established time constraints

-Possession of excellent oral and written communication skills to negotiate complex issues and maintain good working relations
