Facilities Plans Analyst, Senior

Key Role:

Conduct site visits and coordinate with camp staff, facility planner, and facility analyst and various stakeholders to assist with the development of a facilities sustainment plan, including a 5-year facilities plan by year and execution method and project programming documents, including DD Form 1391, NEPA documentation, site location map and plan, economic analysis, cost estimate, site approval, facility planning document, and property record card to sustain facilities at bases. Prepare documentation for the US and Japanese-funded major construction projects. Review, analyze, and propose changes to Basic Facility Requirements (BFRs), facility use, and facility assignment data in coordination with the camp planner and initiative stakeholders. Identify, review, de-conflict, and incorporate operational requirements. This position is located in Iwakuni, Japan.

Basic Qualifications:

-5+ years of experience with facility cost estimating, planning, and scheduling

-Experience in working with Navy Facilities Asset Data Store (iNFADS)

-Experience with Microsoft Office, including Project, Word, Excel, PowerPoint, and Outlook

-Knowledge of building construction, electrical, mechanical, plumbing, and related trade

-Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience with supporting MEF, MCIPAC, or Marine Corps Air Station

-Knowledge of the Western Pacific Area of Operations

-Knowledge of project and program management principles, including their application to facilities master planning and programming

-Knowledge of US Military Construction (MILCON) programs, Japanese Facilities Improvement Program (JFIP), and Defense Policy Review Initiative (DPRI) construction programs in mainland Japan and Okinawa

-Ability to work with senior-level staff members at the Joint, MARFOR, MCIPAC, and MEF level

-BA or BS degree in Science or Architecture preferred
