Gender Advisor, Senior

Key Role:

Serve as a Combatant Commander's and Staff Director's principle Subject Matter Expert (SME) for the incorporation of Women, Peace, and Security (WPS) guidance and mandates into Combatant Command (CCMD) plans, operations, actions, and activities. Serve as SME for UNSCR 1325 and related resolutions and inclusion of the gender perspective into steady state and contingency military planning and operations. Collect and disseminate gender-related information, policies, and data and coordinate WPS outreach activities, workshops, and conferences that integrate WPS themes within campaign plan lines of effort. Facilitate the integration of gender mainstreaming initiatives within command activities with partner nations, including operations, exercises, security force assistance, and engagements. Capture lessons learned and best practices and prepare executive-level documents to report on WPS initiatives to the Joint Staff, OSD, and the White House. Perform functional follow-up procedures and report and conduct assessments, as required. Develop training modules and programming for headquarters and subordinate command staff to enable awareness and understanding of the WPS legislation, UNSCR 1325, and the application of the gender perspective in operations, as required.

Basic Qualifications:

-7+ years of experience in the US military or DoD with Joint doctrine, Joint strategic planning, the Joint operational planning process, and Joint exercises

-2+ years of experience with implementing the WPS mandate

-2+ years of experience at a combatant command or service component headquarters

-Experience with conducting gender analysis and assessment

-Experience in working with USG interagency departments and agencies on policy and guidance to conduct WPS and gender advising activities

-Ability to create senior-level reports, briefings, and documents, including at the Flag-, General-, or SES-level and deliver them with approval-ready quality in editorial quality English

-TS/SCI clearance required

-BA or BS degree required

-Training in the duties of a Gender Advisor through either a NATO Certified or US Operational Gender Course or a comparable USG Interagency or NGO Training Program

Additional Qualifications:

-Experience with DoD security cooperation planning and programming

-Ability to travel up to 25% of the time

-MA degree in Behavioral Science, Cultural Studies, Sociology, or a related field and postgraduate education and advanced vocational training

-Joint Professional Military Education Phase I or II
