Installation Planning Program Manager and Policy SME

Key Role:

Provide project management, policy support, and subject matter expertise to the Air Force client installation planning portfolio, including Base Realignment and Closure (BRAC), NEPA, and global posture projects. Develop, coordinate, consolidate, and maintain the client installation planning program governance and programmatic documents, including AFIs, policies, and records, action plan recommendations, task and inquiry responses, and issue resolution action plans. Provide detailed updates to leadership and interested parties by participating in meetings and coordinating, consolidating, developing, and delivering associated meeting materials. Prepare staff packages, including staff summary sheets, presentations, spreadsheets, correspondence, background papers, talking papers, and white papers for SES or general officer and presidential appointee-level audiences. Coordinate and collaborate with OSD, Joint staff, other Service staffs, Headquarters Air Force (HAF) directorates, MAJCOMs, centers, and other government offices and agencies to respond to queries, requests for information, and other support for programs and develop courses of actions, supporting facts and estimates, and policy update recommendations on client programs. Monitor financial issues for appropriations associated with prior-BRAC rounds prepare accurate financial and program status reports, including the annual BRAC program justification book. Research current tools, data sets, applications, and processes, investigate applicability to client programs, and provide programmatic recommendations, impact analysis, and future application concepts to the client and stakeholders on federal, state, tribal, and local agencies efforts to assess projected climate impacts to the mission.

Basic Qualifications:

-10 years of experience as an analyst or program manager in a HAF or DoD-level strategic program, including planning or implementation at the HAF or DoD-level with prior BRAC rounds

-Experience with tracking program performance, including metrics evaluation, monitoring, and reporting and identifying and tracking improvement opportunities to meet program goals and mission requirements

-Experience with analyzing data in Excel and Access, building charts, and presenting results in an easy-to-understand format

-Ability to build relationships, including in government client site environments

-Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience in working with Air Force Task Management Tool (TMT) or similar workflow management systems

-Experience with data visualization tools

-Possession of excellent oral and written communication skills

-Possession of excellent data and problem analysis skills
