International Programs Security Analyst

Key Role:

Draft and edit analyze in foreign disclosure and technology transfer related documents, including delegation of disclosure authority letters (DDL), international agreements (IA), and technology assessment and control plans. Provide analysis and recommendations for requests for exceptions to National Disclosure Policy (NDP) and staff NDP requests within DoD, when needed. Review and provide recommended action for one-time, recurring, and extended foreign national visits to DoD and contractor facilities, using the Foreign Visits System (FVS). Coordinate and provide DoD positions on requests for export licenses, including International Trafficking in Arms Regulations (ITAR) exemptions, munitions licenses and commodity jurisdictions (CJ). Assist with development and implementation of DoD-wide foreign disclosure and technology transfer training program. Provide analytic support in updating existing DoD policy and procedures for release of information pertaining to DoD systems, technologies, and information to foreign governments and international organizations. Create and submit approval packages for all tasks assigned.

Basic Qualifications:

-7+ years of experience with International Programs Security

-Experience with the application of DoD foreign disclosure policies and regulations, including National Disclosure Policy (NDP), and International Traffic in Arms Regulations (ITAR)

-Experience conducting Foreign Disclosure analysis for disclosure/release of USG information to foreign recipients

-Experience with the application of DDLs pertaining to disclosure decisions

-Experience working within a geographically-dispersed team

-Knowledge of DoD foreign disclosure and export control policies and procedures

-Ability to provide support in detailed research, analysis, and production of security, and treaty related products

-Secret clearance

-BA or BS degree in International Relations, Foreign Policy, or related subject matter

-DOD, Army, or Navy Foreign Disclosure Officer (FDO) Certification

Additional Qualifications:

-Experience supporting Foreign Military Sales (FMS) programs.

-Experience managing SharePoint-based portals

-Knowledge of formal DoD staffing and coordination processes.

-Possession of excellent interpersonal skills

-Possession of excellent oral and written communication skills

-Top Secret clearance
