Naval Manpower Analyst, Senior

Key Role:

Lead and support the ongoing effort to provide business services to support the manpower, personnel, training, and education (MPT&E) transformation effort. Maintain responsibility for facilitating Human-Centered Design (HCD) across the MPTE enterprise in collaboration with force management, force development, and enterprise support business design owners. Support the analysis of interrelated problems and issues that affect the long-range implementation and administration of substantive personnel-oriented programs, originating new techniques or developing new information about the subject studied. Support the development of long-term growth plans and profitability objectives, as defined by the client. Work on projects, including analysis and recommendations related to emerging industry trends, expansion opportunities, such as mergers and acquisitions, competitive threats, viability of outside business partners, venture capital sources, internal business performance, and business process improvement. Assist with advanced complex technical projects or business issues requiring state-of-the-art technical knowledge or industry and take a leadership role in generating intellectual capital to help the firm grow its business. Develop relationships with clients and interact directly with senior-level clients and cross-functional teams comprised of key stakeholders.

Basic Qualifications:

-10 years of experience working in a professional environment as a DoD or Navy manpower planner

-Experience with Navy HR management or the MPT&E domain

-Experience in Navy or Service staff as military, civilian, or contractor, including Joint Staff, OPNAV, and Navy SYSCOMs

-Experience with business model transformation, HR transformation, and HR service delivery and key national security and Navy strategic and policy documents

-Experience with Microsoft Office Suite, including Excel, PowerPoint, Word, Visio, and Project

-Knowledge of key Navy programs and systems currently in service and under development and the Planning, Programing, Budget and Execution (PPBE) process

-Ability to develop and brief data summaries to support decision-making to senior GS and Flag Officer, SES-level audiences, or cross-functional teams

-Ability to work independently, collaboratively, creatively, and analytically in a problem-solving environment

-Active Secret clearance

-BA or BS degree

Additional Qualifications:

-Possession of excellent oral and written communication skills

-Possession of excellent presentation, organizational, interpersonal, and analytical skills

-MA or MS degree preferred
