Program Analyst, Mid

Key Role:

Assist a Navy client's program officers and other government personnel with internal work processes and procedural issues for Navy financial systems and software under general supervision. Perform financial analysis for a variety of funds and funding sources to protect against federal anti-deficiency violations, internal procedural and accounting errors, and any other applicable problems associated with sources and usage of funds. Research and prepare various types of funding documents, inducing purchase requests within the Navy Enterprise Resource Planning financial system, track commitments, obligations, and expenditures of funding, and assist with resolving issues regarding funds not meeting financial benchmarks for commitments, obligations, or expenditures across multiple contractors and performers. Conduct qualitative and quantitative analyses of financial data, operations, and requirements to support various data calls related to sponsored projects. Assist with administrative duties, including booking conference rooms and coordinating off-site events and work as part of a team to study a variety of administrative or management functions in an effort to provide feedback on how to increase productivity and effectiveness.

Basic Qualifications:

-Experience with using commercial software packages, including Microsoft Word, Excel, and PowerPoint

-Experience with organizing and coordinating meetings

-Experience with the systems of or systems similar to Navy financial systems and software, including the Naval Research Information System (NAVRIS), Navy Marine Corps Intranet (NMCI), Navy Enterprise Resource Planning (Navy ERP), Wide Area Workflow (WAWF), Standard Accounting and Reporting System (STARS), Document Retrieval System (DRS), Total Workforce Management System (TWMS), the Joint Personnel Accountability System (JPAS), Microsoft Access, and Microsoft Sharepoint/iConnect

-Experience with using NAVRIS and other NAVRIS-interfaced and Oracle-based systems and software, including Business Intelligence Dashboard, eProposals, BAA Document Console, the Contract and Grant Administration Management Information System (CAMIS), and the Personnel Process Improvement (PPI) Suite System

-Knowledge of the Joint Travel Regulations (JTRs)

-Ability to work effectively both independently and collaboratively

-Ability to obtain a security clearance

-HS diploma or GED and 6+ years of experience with providing administrative, business, or financial support or BA or BS degree and 3+ years of experience with providing administrative, business, or financial support

Additional Qualifications:

-Experience with government planning, forecasting, program budgeting, funding, execution monitoring, and reporting against commitment, obligation, and expenditure benchmarks

-Experience with PowerPoint and associated graphics and presentation development software

-Possession of excellent oral and written communication skills

-Active Secret clearance
