Program Manager

Key Role:

Serve as a program manager for a federal agency's IT support services contract and define project scope and objectives. Manage 100+ professional staff across multiple projects, including 30 core agency applications and its supporting infrastructure. Direct and oversee all planning, implementation, management, quality control, and performance monitoring for the contract while being the primary management interface with the government. Manage all work plans, program resources, schedule, resource plans, status reports, and the integration of vendor tasks and track and review vendor deliverables. Maintain responsibility for all aspects of the IT support contract and interface with all areas affected by the project, including end users, computer services, and client services. Provide oversight and technical and analytical guidance to the project team. Conduct project meetings, maintain responsibility for project tracking and analysis, and recommend and take action to direct the analysis and solutions of problems.

Basic Qualifications:

-5 years of experience with successfully managing an IT program, including 100+ staff and professionals and 20+ applications and supporting infrastructure and Cybersecurity for a geographically distributed organization, including direct customer and stakeholder collaboration and management of the program’s cost, schedule, resources, risk, contract administration, quality control, communications, and performance

-Experience with technical programs and projects in modern applications systems delivery, networking and infrastructure, Cybersecurity, and Cloud deployment

-Experience with Agile and DevOps methodologies

-Experience in managing programs with or for the federal government, including the executive branch

-Experience with Microsoft Office, including Project
-Ability to obtain a security clearance

-BA or BS degree

-PMP or ITIL Foundations Certification

Additional Qualifications:

-Experience with the successful transformation of a systems delivery organization from traditional development methodologies to Agile and DevOps

-Experience with the successful transformation of applications from private infrastructure to the Cloud

-Experience in managing projects and programs with or for the Department of Transportation (DOT)

-Experience with Java and Microsoft
-Experience with.Net, Oracle, SQL Server, and open source CMS (Drupal) platform virtualization, and containerization

-Possession of excellent oral and written communication skills in fostering understanding and consensus with subordinates and the full spectrum of system stakeholders
-Public Trust clearance preferred

-BA or BS degree in relevant technical, engineering, or business fields preferred; MA or MS degree a plus

-PgMP or Agile ACP Certification
