Security Cooperation Assessments, Monitoring, and Evaluation Analyst, Mid

Key Role:
Provide security cooperation support to the US Air Force in the Indo-Pacific (PACAF). Analyze security cooperation policy and lead the development of an assessment, monitoring, and evaluation (AM&E) program. Guide the implementation of an assessment-centric approach that aligns with regional security cooperation strategy and informs security management decisions. Coordinate with DoD agencies, INDOPACOM, other service components, and US Embassy Country Teams to leverage best practices and synchronize plans. Organize and facilitate meetings, conference calls, and working groups, ensuring the integration of assessment tasks into security cooperation processes. Serve as the organizational data manager for global theater security cooperation activities and develop client-ready deliverables for a wide variety of audiences across the DoD.

Basic Qualifications:

-3+ years of experience in working with DoD security cooperation or security assistance

-3+ years of experience with program impact assessment, monitoring, and evaluation

-Experience in working directly with and for military and DoD clients, including briefing and writing for General Officers, Flag Officers, or Senior Executive Service members

-Experience with proposal development or policy writing

-Experience with past, present, and emerging building partner capacity approaches

-Knowledge of data analysis and data visualization that translates into high-quality professional reports

-Ability to develop objectives, logic models, and results frameworks and track outcomes through a performance monitoring plan

-Active Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience with USINDOPACOM area of responsibility preferred

-Experience with G-TSCMIS or another DoD data management system

-Experience at a component or headquarters level of military command

-Experience as a security cooperation implementor, planner, or manager

-Experience with researching and analyzing federal regulations related to security cooperation

-Experience with AM&E at the Department of State, USAID, think tank, NGO, or non-profit organization

-Knowledge of formal DoD and USAF staffing processes

-Ability to manage competing priorities in a fast-paced environment, work independently and as part of a team, analyze complex data, and prioritize tasks

-Possession of excellent oral and written communication skills

-Possession of excellent organizational, analytical, and problem-solving skills

-MA or MS degree related to International Relations or Foreign Policy

-Defense Institute for Security Cooperation Studies (DISCS) training
