Key Role:
Develop, negotiate, and administer highly complex and relatively high-risk subcontracts, ensuring compliance on vendor, cost, schedule, legal, and performance aspects. Select qualified suppliers and manufactures and develop new supply sources, where vendors and suppliers are inadequate. Solicit and evaluate proposals or quotations from vendors and negotiate prices and terms to achieve optimum results for the company. Plan and conduct major contract negotiations. Prepare contractual documents and amendments.
Basic Qualifications:
-8+ years of experience in procurement and subcontract administration with contractors supporting federal contracts
-Experience with various types of contracts, including Firm Fixed-Price (FFP), Firm-Fixed-Price, Level-of-Effort (FFPLOE), Cost-plus-fixed-fee (CPFF) term and Level-of-Effort (LOE), time and material (T&M), and various indefinite delivery/indefinite quantity IDIQ types
-Experience with negotiating subcontract terms and conditions
-Experience with negotiating non-disclosure and teaming agreements
-Experience with government subcontract file documentation and Contractors' Purchasing Systems Reviews (CPSR) requirements
-Experience with the proposal process in support of federal acquisitions
-Knowledge of Federal Acquisition Regulations (FAR)
-Knowledge of General Service Administration (GSA) schedules, Governmentwide Acquisition Contracts (GWACs), and IDIQ vehicles
-Ability to show flexibility and willingness to perform as part of a team
-BA or BS degree
