Software Assurance/Research and Development Project Manager

Key Role:

Provide programmatic SETA support for the software assurance research program in the DHS Science and Technology Directorates Cybersecurity Division (CSD). Develop a comprehensive capability, including improving software analysis techniques, tools, and methods through the software quality assurance and static tools analysis modernization projects, developing and improving automated capabilities that mimic behavior and activity of attackers to identify exposures and vulnerabilities in real-time to reduce the window of exposure, and developing a collaborative research environment designed to assist researchers, software developers, academia, and tool developers in finding new advancements to improve software assurance capabilities. Support the federal program manager responsible for the software assurance program, including all ongoing research efforts.

Basic Qualifications:

-10+ years of experience with software assurance or software development

-5+ years of experience in supporting engineering efforts, including supervising software development staff involved with the application of engineering disciplines in technical fields that include software or IT

-Experience with development, functional, and data requirement analysis

-Ability to refine requirements and determine the best technology for a job with other engineers

-Ability to support system design synthesis, integration, and validation activities

-Active Top Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience in working with federally funded R&D organizations, including DARPA and ARPA-E

-Experience in working with and comprehending software security, software development life cycle, and DevOps

-Experience with requirements analysis, cost analysis, financial and program planning, and research and regulatory compliance

-Experience with the R&D lifecycle, including pre-solicitation, solicitation development, review, and post award project management

-Ability to identify, monitor, and remediate technical, financial, and programmatic risks to ensure that the project remains on schedule and within budget

-DHS Suitability clearance


Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Top Secret clearance is required.
