Accounting and Budget Analyst

Key Role:

Leverage expertise in financial management for an Army resource management office. Maintain responsibility for analyzing the planning and execution of daily processing of financial transactions using the General Fund Enterprise Business System (GFEBS), Defense Travel System (DTS), Defense Cash Accountability System (DCAS), and other applicable financial management systems in accordance with Army financial management regulations and fiscal law. Analyze the development of the plan and scope of the audit engagement and identify, document, and perform tests against internal controls. Test compliance against published policies and procedures and review internal control systems to determine their reliability and effectiveness. Prepare findings and recommendations reports for corrective action through improvements to business practices, processes, and control procedures. Make recommendations on process of clearing transactions, including unpaid obligations (UPOs), unmatched transactions (UMTs), open invoices, standard procurement system (SPS) and Access Online (AXOL) 2 way intermediate documents (IDOC) errors and assist governmental official with processing prior year funding requests. Assist with the design and facilitation of compliance training sessions.

Basic Qualifications:

-5+ years of experience with finance, including accounting or finance departments in the US Army or DoD

-Experience with performing financial audits as part of an internal audit department

-Knowledge of using and applying internal controls, including a control environment, risk assessment, control activities, or monitoring

-Knowledge of federal financial management, Federal Acquisition Regulations (FARs), or statement of budgetary resources

-Knowledge of GFEBS and legacy Army systems, including GCSS-A, DTS, STANFINS, SOMARDS, RMT, RM Online, SARRS, PBUSE, SAMS, SAAS, and ULLS

-Secret clearance

-BA or BS degree

Additional Qualifications:

-Knowledge of GFEBS Enterprise Resource Planning (ERP) and Business Intelligence (BI) application processes, including purchase orders (POs), purchase requests (PRs), FMZ transactions, and types of BI reports

-Knowledge of phases, process, and reporting, including accounts payable (AP), accounts receivable (AR), unpaid obligations (UPOs), unfilled customer orders (UFCOs), and open committments

-Knowledge of clearing unmatched transactions (UMTs), intermediate document (IDOC) errors, open invoices, and UPOs

-Knowledge of contingent liability management for expired year funds

-Knowledge of year-end closeout requirements.

-Knowledge of the Army Records Information Management System (ARIMS)
