Acquisition Analyst, Senior

Key Role:

Prepare acquisition documents that reflect technical and operational requirements for government approval, including service contract approvals requests (SCAs), PWSs, Statements of Work (SOWs), Statements of Objective (SOOs), OTA documents, labor category descriptions, Justification and Approval Documents (J&As), DD-254s for Security, CDRL documents, independent government cost estimates (IGCEs) and quality assurance surveillance plans (QASPs), acquisition plans (APs) and acquisition strategies (ASs), and limited competition memos, such as use of non-DoD contract vehicles, sole source justifications, and QASPs. Provide input for the proposal evaluation process, support PM TR in the post-award environment by preparing monthly status updates and funds expended to date and variance analyses intended to highlight any significant issues requiring government action. Facilitate the processing of contract invoices through Wide Area Work Flow (WAWF). Enter data into PEO's portfolio management database application, review data for accuracy, and provide reports that have been analyzed, validated, and corrected. Serve as an expert for the full range of acquisition planning, project and mission development, testing, integration, production and fielding. Identify components and services to be acquired by contract and plan and develop and establish the contractual requirements for overall acquisitions.

Basic Qualifications:

-Experience with the defense acquisition process to support customers in the analysis and improvement of acquisition processes, policies, and procedures

-Experience with using quantitative analytical techniques to assess system acquisition process issues and developing risk reduction and mitigation approaches for improving acquisition and program planning, control, and execution

-Ability to devise innovative strategies for deploying and implementing new acquisition policy initiatives and measure the effectiveness of the implementation

-Secret clearance required

-BA or BS degree

Additional Qualifications:

-8 years of experience with acquisition management for a government contractor

-Ability to assist government procurement agencies to define proposals (RFP) and qualify vendors

-BA or BS degree in Business Administration, Engineering, or a related field
