Biometrics Integration and Training Analyst, Senior

Key Role:

Serve as the biometrics integration and training lead. Assist with implementing the US Army C-IED Strategy for USARPAC specific biometrics policies and directives, including regular inputs to Theater Security Cooperation Program, OPLANs, CONPLANs, and TPFDDs exercise involvement to address biometrics programs, conduct periodical review of Joint Services and Army biometric, forensic, and identity activities or operations policies, integrate updates and lessons learned into plans and policies for USARPAC Biometrics Program, coordinate biometric and site exploitation training requirements and policy with USARPAC staff, FORSCOM, HQDA G38, and TRADOC, update USARPAC training policy and directives regularly, provide input on Partner Nation biometrics, and identity operations training program policies and goals. Maintain responsibility for tactical-level training on the biometrics process involving collecting, matching, storing, analyzing, and sharing biometric data and provide fundamental tactics, techniques, and procedures (TTP) for planning, integrating, and employing biometric collection capabilities at the tactical-level in support of operations with enablers, including the Biometric Automated Toolset (BAT) and Secure Electronic Enrollment Kit II (SEEK II). Provide planning, management, control, coordination, and oversight of full-spectrum biometrics operations within the USPACOM Area of Responsibility (AOR) to support identity activities Identity Intelligence (I2) requirements by providing recommendations on critical end-to-end capability for US and Partner Nations biometric identity activities or operations and intelligence cycle to support tactical and operational decision making across warfighting, intelligence, law enforcement, security, force protection, homeland defense, counterthreats, and internally displaced persons missions. Provide recommendations and capability briefings on Pacific-deployable Forensic Exploitation Lab (FXL) supporting explosive triage, explosive or drug chemistry, electronic exploitation, latent prints, DNA, firearms and tool markings, and I2. Aid Biometric Enabled Intelligence (BEI) with support to Pacific Command operations in making Biometrics Tracking Intelligence Package (BTIP) reports, rendering decisions about targeting and protection of forces and installations by identifying individuals or verifying individuals’ identities.


Basic Qualifications:

-4+ years of experience with identity activities

-Experience with deployment to MENA

-Experience with C-IED training

-Experience with MSEL development

-Experience as a Field Service Representative (FSR) with BATS or SEEKS

-Ability to work with teams or independently, as required

-Ability to travel up to 40% of time

-Active Top Secret clearance required

-HS diploma or GED


Additional Qualifications:

-Experience as a Senior NCO E8-E9 or Officer O4 and above with commensurate Professional Military Education (PME)

-Experience with military training management and Combat Training Center (CTC)

-Experience with conducting biometrics or site exploitation in MENA

-Experience with biometrics training

-Experience with Site Exploitation and Attack the Network

-Experience with curriculum development

-Experience as a collective trainer

-Experience with military Live, Virtual, Constructive, and Gaming (LVC-G) training methods and procedures

-Ability to present at an executive level

-Ability to manage Joint, interagency, intergovernmental, and multinational stakeholders

-Possession of excellent analytical and reasoning skills

-Possession of excellent oral and written communication skills

-Biometrics Certified Professional Certification

-Attended Operator Advance Course

-Formal Military Training Techniques and Education
