Budget Analyst, Senior

Key Role:

Provide support for manpower programming and budget, civilian resource management, budget execution, execution data maintenance, current year budget execution reporting, resource allocation, unfunded requirements (UFRs), organizational agreements, data package support, analysis, management accounting, and accounting support. Support budget managers through the review of spend plans for execution per approved budgets, review and analyze financial data for trends and requirements analysis, recommend appropriate fund cite and Management Decision Package (MDEP) for requirements, prepare and analyze obligation and expenditure reports, and review incoming military interdepartmental purchase requests (MIPR). Prepare outgoing MIPR packages, maintain accurate commitments without obligations listing, monitor current year execution, provide year-end closeout support and management accounting of financial, budgetary, and accounting data in Army standard databases ensuring accuracy and completeness, and recommend improvements to purchase request documentation. Respond to requests for information, review resource allocations and their alignment to unit priorities and operational requirements to identify and rectify shortfalls, identify unfinanced requirements (UFRs), prepare documentation and justification, and recommend courses of action to address priority UFRs. Report and monitor status of memorandum of agreements (MOAs), memorandum of understandings (MOUs), and interagency agreements, conduct statistical analysis, develop performance metrics, and recommend process improvements, and monitor and report budget status of civilian payroll, living quarter allowance (LQA), temporary duty (TDY), emergency travel, military training specific allotment (MTSA), and permanent change of station (PCS) accounts. Provide support as an alternate defense travel system (DTS) and government travel card (GTC) analyst in absence of the primary DTS or GTC analyst.

Basic Qualification:

-10 years of experience with DoD or IC financial management

-Knowledge of General Fund Enterprise Business Systems (GFEBS) and Standard Finance System (STANFINS) operations

-Ability to effectively interface with senior military officials, managers, and subordinate field offices

-TS/SCI clearance

-BA or BS degree or 14 years of experience with DoD or IC financial management in lieu of a Bachelor’s degree

-Completion of Fiscal Law and PPBE courses within 120 days of arrival on contract

Additional Qualifications:

-Possession of excellent oral and written communication skills
