Business and Technical Requirements Analyst

Key Role:

Work in a Joint program office supporting 2 ACAT IAM healthcare Information Technology (IT) programs. Serve as a member of a team of project managers and engineers that oversee sustainment operations and enhancements to 11 legacy healthcare IT systems and provide coordination and completion of DoD IT acquisition projects. Set deadlines, assign responsibilities, and monitor and summarize the progress of projects, prepare reports for upper management regarding the status of projects, and document and validate requirements. Evaluate current procedures and recommend changes to improve the efficiency of execution of projects. Prepare reports for upper management regarding project status and formulate and define systems scope and objective based on user needs and knowledge of applicable business systems and health industry requirements. Review, analyze, and evaluate business and user needs and translate into proper system requirement specifications. Work at high levels and most phases of systems analysis to consider the business implications of the application of technology to the current and future business environment.

Basic Qualifications:

-10+ years of experience in a professional work environment

-4+ years of experience with IT systems, business systems analysis, and requirements management

-Experience with standard concepts, practices, and procedures within program management

-Experience with Microsoft Office, including PowerPoint, Excel, and Word

-Experience with requirements and configuration management tools, including IBM Rational Clearquest, Clearcase, or Jazz

-Ability to conduct comprehensive data gathering and analysis, provide qualitative and quantitative statistical data analysis techniques for metrics and risk analysis, and present ideas clearly, logically, and persuasively in oral and written forms

-Ability to obtain a security clearance

-MA or MS degree

Additional Qualifications:

-Experience with working in a DoD Program Management Office

-Experience with working in an Acquisition Category (ACAT) I weapons system or ACAT IAM MAIS program

-Experience with the Military Health System

-Knowledge of the software development life cycle process
