Business and Technical Requirements Project Manager

Key Role:
Work in a Joint program office supporting two ACAT IAM healthcare IT programs and serve as a member of a requirements team that developing and refining requirements for future IT and defense business systems that support operational medicine IT and provide coordination and completion of DoD IT acquisition projects. Set deadlines, assign responsibilities, and monitor and summarize progress of the project. Prepare reports for upper management regarding the status of project and document and validate requirements. Evaluate current procedures and recommend changes to improve the efficiency of execution of projects. Formulate and define systems scope and objective based on user needs and comprehension of applicable business systems and health industry requirements. Review, analyze, and evaluate business and user needs and translate them into proper system requirement specifications. Work at high levels and most phases of systems analysis and consider the business implications of the application of technology to the current and future business environment.


Basic Qualifications:

-10+ years of experience in a professional work environment

-4+ years of experience with IT systems, business systems analysis, and requirements management

-Experience with standard program management concepts, practices, and procedures

-Experience with Microsoft Office, including PowerPoint, Excel, and Word

-Ability to conduct comprehensive data gathering and analysis and provide qualitative and quantitative statistical data analysis techniques for metrics and risk analysis

-Ability to obtain a security clearance

-MA or MS degree


Additional Qualifications:

-Experience with working in a DoD program management office (PMO)

-Experience in working with the JCIDS process for large IT or weapons system programs

-Experience with working on an Acquisition Category (ACAT) I weapons system, ACAT IAM MAIS program, or the JCIDS process

-Experience with requirements and configuration management tools, including IBM Rational Clearquest, Clearcase, or Jazz

-Experience with the military health system

-Knowledge of the software development life cycle process

-Possession of excellent oral and written communication skills, including writing formal documents that inform Joint staff, engineers, and testers of JCIDS processes and presenting ideas clearly, logically, and persuasively
