Business Development and Capture Executive Intelligence Community Leader

Key Role:

Identify and win executable business for intelligence community clients through applying expertise across the business development life cycle from opportunity identification through shaping and capture and proposal and contract startup and execution. Leverage proven senior-level leadership and extensive community relationships within an industry based in intelligence community and government clients. Use both capture and business development experience, including leveraging IT and science and technology expertise to build addressable market and increased technical solutions development work within classified and unclassified client environments. Lead complex negotiations with industry partners to build teams in support of large complex procurement, lead capture for complex and technical bids, including identifying and comprehension of clients’ requirements and buying patterns, developing complex technical solution options, and building a cost-competitive industry team that can deliver client impact through a winning bid. Drive market-based competitive intelligence, market assessments, client assessments, and strategic planning efforts in support of expanding specific client-based opportunity portfolios and pipeline. Manage key stakeholder relationships and keep the business leadership team informed and engaged in advancing strategic partnerships with clients and industry partners.

Basic Qualifications:

-10+ years of experience with management of complex IT solutions and development capture efforts for intelligence community and government clients

-Experience with leading very large captures and developing complex technical solutions

-Experience with developing and maintaining effective internal and external business relationships with clients and industry partners

-Experience with successful execution of all phases of a large and multi-year capture effort, including strategic planning, teaming, proposals, market, or competitive and price-to-win analyses

-Ability to show expertise in the business development life cycle and solution selling methodologies

-Ability to communicate multi-step and interdependent activities effectively to capture teams and ensure efficient execution of captured efforts

-Ability to lead teams and stakeholders throughout the capture process

-TS/SCI clearance

-BA or BS degree required

Additional Qualifications:

-Experience with building an excellent team leveraging the use of internal and external experts

-Experience with project management to create credibility with clients

-Ability to provide existing relationships with intelligence community clients and decision-makers, including IT and Science and Technology (S&T) and mission

-Ability to provide existing relationships with large and small businesses in the intelligence community, including teaming contacts

-Ability to form partnerships with industry and academia

-Possession of excellent organizational and project management skills
