Military Manpower Analyst, Junior

Key Role:

Conduct Navy personnel plans and policy analyses, modeling, program management support services, and POM analysis, including analysis of personnel plans, programs, and policy with respect to officer and enlisted personnel and documentation associated with all facets of such analysis, POM analysis, officer and enlisted accession plans, and force shaping. Support the analysis of interrelated problems and issues that affect the long-range implementation and administration of substantive personnel-oriented programs, originate new techniques, or develop new information about the subject studied. Support the development of long-term growth plans and profitability objectives as defined by the client, including analysis and recommendations related to emerging industry trends and expansion opportunities, including mergers and acquisitions, competitive threats, viability of outside business partners, venture capital sources, internal business performance, and business process improvement. Work on advanced complex technical projects or business issues requiring state-of-the-art technical knowledge or industry. Perform as an advanced consultant with capability knowledge, excelling at client delivery and developing expertise in a specific area. Take a leadership role in generating intellectual capital to help the firm grow its business, develop relationships with clients, and apply high-valuer knowledge and trusted advice when interacting directly with senior-level clients.

Basic Qualifications:

-5+ years of experience in a professional work environment

-Experience with Navy HR management or the manpower, personnel, training, and education (MPT&E) domain

-Experience with Navy or Service staff as military, civilian, or contractor, including Joint Staff, OPNAV, and Navy SYSCOMs

-Experience with Business Model Transformation, HR Transformation, and HR Service Delivery

-Experience with key national security and Navy strategic and policy documents

-Experience with Microsoft Office, including Excel, PowerPoint, and Word

-Knowledge of key Navy programs and systems currently in service and under development and the PPBE process

-Ability to develop and brief data summaries to support decision-making and work independently, collaboratively, creatively, and analytically in a problem-solving environment

-Active Secret clearance

-BA or BS degree

Additional Qualifications:

Possession of excellent oral and written communication skills

-Possession of excellent presentation, organizational, interpersonal, and analytic skills

-MA or MS degree preferred
