Contract Administrator, Senior

Key Role:

Work as a contract administrator analyzing every element of government acquisition, including requests for proposal, pricing, financial analysis, program management, and subcontracting. Analyze the negotiation and administration of contracts with the US government and subcontracts with large and small business prime contractors across the breadth of contract types. Analyze the negotiation of teaming and non-disclosure agreements and Organizational Conflict of Interest plans. Review and analyze solicitations for potential risks and suggested proposal strategies, including compliance with requirements and recommended pricing approach. Advise on legal requirements, customer specifications, and government regulations, monitor performance for conformance of contract compliance, and identify and escalate problems that may threaten performance. Improve and develop expertise in business acumen, negotiations, and public speaking. Support full life cycle strategic contracts administration leadership and internal and external DoD or civilian agency clients.

Basic Qualifications:

-8+ years of experience contract administration, negotiations, and proposal preparation

-Experience with fixed-price systems delivery contracts, including contracts for the software development life cycle, systems delivery, and IT services for customized software and COTS/GOTS solutions

-Experience with all contract types, including fixed-price, T&M, and cost reimbursable and GSA schedules, Government Wide Acquisition Contracts, BPAs, and Rapid Response IDIQs

-Experience with Organizational Conflict of Interest (OCI) terms and mitigation plans and reviewing terms and conditions and statements of work for areas of risk and risk mitigation in accordance with company policies and procedures

-Experience in establishing agreements with small business prime contractors and SBA's Small Business Subcontractor Rule

-Knowledge of the systems development life cycle and contracting terms and conditions designed to reasonably bound risk

-Knowledge of federal government contracting and the Contractor Performance Assessment Reporting System (CPARS)

-Knowledge of federal acquisition regulations (FARs) and agency supplements, including the Veterans (VA) Acquisition Regulation (VAAR)

-Ability to travel to Rockville, MD, McLean, VA, and Red Bank, NJ, as needed

-BA or BS degree

Additional Qualifications:
-Ability to establish and maintain excellent relationships with internal and external clients

-Possession of excellent time management, organizational, and analytical skills, including solving problems and mitigating risks
-Possession of excellent oral and written communication skills
