Contract and Other Transactional Authority Specialist

Key Role:

Support a government other transaction agreements (OTA) officer in the assistance agreements process required to support programs and projects. Advise and assist with the execution and administration of a variety of transactions for the supplies and services necessary to conduct projects and associated activities. Leverage expertise in customer responsiveness, adaptability and flexibility. Assist with complete OTA life cycle administration for services and supplies, including the organization, management, and administration of other transaction authority agreements. Assist throughout the entire acquisition life cycle, including acquisition plans, market research, the development of requests for proposals or quotes, source selection plans, quality assurance surveillance plans, award documentation, and drafting of other transactions and modifications

Basic Qualifications:

-Experience as a federal acquisition regulation (FAR)-based contracting officer or contract specialist

-Experience with analyzing proposed costs, including evaluating technical and audit reports, forecasting price trends and evaluating economic factors, evaluating methods of allocating cost through various types of overhead, and general and administrative expenses

-Experience with transaction authority agreement source selection and administration

-Experience with the procedures set forth in laws authorizing the use of other transaction authority

-Experience in assisting government OTA officers with the development of transaction agreements, files, and documentation

-Ability to work with program managers, project officers, and technical subject matter experts effectively when analyzing requirements documents and developing work statements

-Ability to develop, prepare, and present terms and conditions for requirements regarding to the award of other transaction authority agreements

-Ability to negotiate, award, and administer transaction agreements

-Ability to draft documents to support the government OTA officer in completing their cost analysis, including detailed analyses of all elements of cost in proposals

-BA or BS degree

Additional Qualifications:
-BA or BS degree in an Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management field preferred
