Contract Specialist

Key Role:
Maintain responsibility for proposal preparation, contract negotiation, and overall administration of assigned government contracts. Ensure the proper acquisition and fulfillment of contracts in accordance with company polices, legal requirements, and customer specifications. Analyze estimates of material equipment and production costs. Review performance requirements and delivery schedules. Review documentation to authorize and direct work in accordance with contractual specifications. Recommend modifications in contract content to top management. Prepare reports advising management of their rights and obligations. 
 

Basic Qualifications:
-Ability to provide acquisition and contracting support in all areas of the acquisition process required to support projects and programs for government agency
-Ability to support the government contracts office by assisting with execution and administration of a variety of contracts for the supplies and services necessary to conduct the projects
-Ability to provide a high level of customer responsiveness, adaptability, and flexibility
-Ability to assist with cradle-to-grave contract administration for services and supplies, including the organization, management, and administration of contracts, task orders, delivery orders, and other contractual documents
-Ability to assist throughout the acquisition life cycle, including acquisition plans, market research, the development of requests for proposals and quotes, source selection plans, quality assurance surveillance plans, award documentation, and drafting of contracts and modifications
-BA or BS degree in Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management
 

Additional Qualifications:
-Experience as a federal, FAR-based contracting officer or contract specialist preferred
-Experience with analyzing proposed prices or costs, including evaluating technical and audit reports, forecasting price trends, and evaluating economic factors and methods of allocating cost through various types of overhead and general and administrative expense
-Experience with federal business opportunities, General Services Administration (GSA) eBuy, GSA federal supply schedules, and government-wide acquisitions contracts
-Experience in assisting government contracting officers by analyzing the development of request for proposals, request for quotations, source selection plans, and acquisition plans
-Experience with FAR-based contract source selection and administration
-Ability to negotiate, award, and administer competitive and sole source contracts and the analysis of procurement policies and procedures related to FAR-based contracts
-Ability to draft documents supporting the government contracting officer in completing their price and cost analyses, including performing detailed analysis of all elements of cost in proposals
-Ability to work effectively with program managers, project officers, and technical subject matter experts analyzing requirements documents and developing work statements
-Ability to develop, prepare, and present terms and conditions in requirements related to the award of FAR-based contracts
