Contracts Administrator, Senior

Key Role:

Serve as a contract administrator at Booz Allen and touch every element of government acquisition, including requests for proposal, pricing, financial analysis, program management, and subcontracting. Interface primarily between government contracting officers and Booz Allen. Lead and conduct proposal preparation, contract negotiation, and administration of highly complex major contracts. Negotiate and administer contracts with the US government and subcontracts with large and small business prime contractors across the breadth of contract types. Negotiate teaming and non-disclosure agreements and Organizational Conflict of Interest plans. Review and analyze solicitations for potential risks and suggested proposal strategies, including compliance with requirements and recommended pricing approach. Advise on legal requirements, customer specifications, and government regulations.


Basic Qualifications:

-7+ years of experience with contract administration, negotiations, and proposal preparation
-Experience with fixed-price systems delivery contracts
-Experience with all contract types, including fixed-price, T&M, cost reimbursable, GSA schedules, government-wide acquisition contracts, BPAs, and Rapid Response IDIQs
-Experience with Organizational Conflict of Interest (OCI) terms and mitigation plans
-Experience with reviewing terms and conditions and statements of work for areas of risk and risk mitigation in accordance with company policies and procedures, establishing agreements with small business prime contractors, and the SBA's Small Business Subcontractor rule
-Knowledge of federal government contracting and CPARS
-Knowledge of FAR and agency supplements
-Ability to establish and maintain excellent client relationships with internal and external clients
-TS/SCI clearance
-BA or BS degree


Additional Qualifications:

-Experience with large dollar value and highly complex contracts for professional support services and solutions delivery preferred
-Possession of excellent oral and written communication skills

-Possession of excellent analytical skills to solve problems and mitigate risk
