Cost Analyst, Mid

Key Role:

Provide support to various financial analysis, cost analysis, data gathering, and data analytics in support of a DoD program. Execute and lead all related drills and taskings. Develop Life Cycle Cost Estimates (LCCEs), Program Office Estimates (POE), Work Breakdown Structures (WBS), Program Objective Memorandum (POM), and various ad-hoc financial analysis drills. Explain underlying assumptions built into project cost profiles and ask logical questions during project cost modeling. Maintain supporting documentation, including a compilation of cost element descriptions, source data, estimating assumptions, cost methodologies, and estimating equations for each WBS element. Conduct data analysis of data sets and input into major program briefs and document a comparison of the requested changes to the previous POM submission with an explanation of the deltas. Assist with spend plan development and attend various program meetings.


Basic Qualifications:

-5+ years of experience with cost estimating and analysis in a DoD environment

-Experience with Microsoft Excel

-Experience with requirements analysis and gathering

-Knowledge of the federal government or military budgetary process

-Ability to multi-task and work under minimal supervision

-Ability to develop ad-hoc drills in short timelines

-Ability to obtain a security clearance

-BA or BS degree


Additional Qualifications:

-Experience with budget formulation and execution

-Experience with stakeholder meeting facilitation

-Experience in using the General Fund Enterprise Business System (GFEBS)

-Knowledge of chemical field operations

-Possession of excellent oral and written communication skills

-Possession of excellent teamwork skills

-BA or BS degree in Business, Finance, Mathematics, Economics, Operational Research, or in a related field

-Project Management Professional (PMP) or Certified Cost Estimator or Analyst (CCE/A) Certification
