Counterintelligence Strategy, Planning, and Policy Analyst, Lead

Key Role:
Maintain responsibility for planning, developing, monitoring, and controlling costs, schedules, and performance and risk mitigation strategies for a highly complex counterintelligence (CI) program. Maintain responsibility for planning and managing the overall efficiency and effectiveness of a CI strategic plan ensuring compliance with standing management directives and standards. Offer recommendations to allocate the level and mixture of resource needed for all areas of the program. Analyze the development of policy and guidance for planning and implementing program requirements, and ensure proper alignment existing agency policies. Recommend the implementation of new technologies, procedures, and applications to increase the efficiency or quality of analytic assessments. Develop and strengthens substantive ties with other client partners and government organizations. Represent the client as a subject matter expert at meetings and working groups, as needed and perform other duties, as assigned.

Basic Qualifications:

-10+ years of experience with CI, including CI analysis, CI collection, or CI operations and CI investigations

-Experience with standard computer software programs
-Ability to work well in a complex, high-demand, fast-paced environment with immediate delivery and competing demands

-TS/SCI clearance

-BA or BS degree

Additional Qualifications:

-Experience with intelligence regulations and oversight principles, including comprehension of intelligence products, capabilities, and missions applicable to CI functions, including National CI Strategy, E.O. 12333, and ICD 750
-Experience with intelligence analysis, including CI, counter threats, all-source, and law enforcement missions
-Experience with offensive and defensive CI operations or CI investigations
-Experience with intelligence community (IC) roles, responsibilities, organizations, and capabilities
-Experience with project management, including planning, organizing, and coordinating work with strict attention to detail in situations with competing priorities and deadlines
-Knowledge of the organizations and functions of the DoD, DHS, CI, and HUMINT community
-Knowledge of the structure, policies, and directives of national intelligence agencies and organizations
​-Possession of excellent oral and written communication skills
-Possession of excellent interpersonal skills
-MBA or MA or MS degree preferred
