Counterpart Engagement Program Specialist

Key Role:

Analyze the development and implementation of USAF foreign liaison programs for 170+ senior military diplomats from over 100 nations. Plan and execute Air Force counterpart visits (CPVs) and air chief symposia. Ensure international protocols are observed at all events and develop business case for use of Official Representational Funds (ORF) in accordance with governing regulations. Prepare and edit correspondence and policy recommendations for USAF executives and oversee all aspects of assigned USAF executive office calls and receptions for international partners. Synchronize USAF executive foreign engagement strategies with US Department of State, USAF MAJCOMs, Geographic Combatant Commands, OSD, JCS, and sister services. Arrange for the accreditation of foreign attachés and perform recurring administrative updates to keep the attaché corps equipped to accomplish their missions. Assist the client air attaché with their events, including administering their Web site.

Basic Qualifications:

-3 years of experience as a US Air Force HQ staff action officer in either a military, civilian, or contractor role

-Experience with US DoD staff in a military or civilian capacity, either contractor or GS

-Experience with implementing security cooperation, international affairs, security assistance, and foreign military sales, including policies, processes, and legislation

-Knowledge of USAF roles and missions

-Knowledge of SAF/IA’s role in the US government and international security cooperation community and the organizations it works with

-Knowledge of DoDI 1315.20 Military Department Foreign Area Officer Programs, CJCSI 3126.01 Language and Regional Expertise Planning, AFPD 16-1 International Affairs, and AFI 16-109 International Affairs Specialist Program

-Secret clearance

-BA or BS degree in International Affairs

Additional Qualifications:

-Experience with working as staff in SAF/IA

-Knowledge of US export control laws, regulations, and procedures

-Knowledge of pseudo FMS case programming for pseudo-FMS task orders

-Knowledge of security cooperation and building partner capability programs

-USAF Initial (O-3) or Intermediate (O-4) Developmental Professional Military Education
