Cyber and Communications Security Program Analyst, Senior

Key Role:

Provide technical and financial analytic support to Navy's Communications Security (COMSEC), Cryptographic, and Cybersecurity programs and efforts particularly the Computer Network Defense (CND) and Information Systems Security Program (ISSP) programs to ensure requirements align with Navy, Joint, and DoD strategic and Cybersecurity goals and objectives. Conduct research and analysis on COMSEC, cryptography, Cybersecurity, and other IT network technical and financial requirements, budgets, and policy compliance to support the development of information papers and briefings for senior Navy leadership. Participate in planning and support of Navy and DoD IT network and Cybersecurity-related meetings to assess policy, requirements, and warfare capabilities to ensure Navy positions are accurately presented. Create analytic products to support all phases of the Planning, Programming, Budgeting, and Execution (PPBE) cycle, including Program Objective Memorandum (POM) development, integration of IT requirements, and efforts to track developing IT strategies. Provide programmatic analysis and assessments of information assurance and Cybersecurity requirements and capabilities to support and defend Navy strategic investments. This position is located in Arlington, VA. 

Basic Qualifications:

-10 years of experience in IT, Command, Control, Communication, Computers, Intelligence, Surveillance, Reconnaissance (C4ISR), Space, or Unmanned Systems

-Experience with developing and briefing materials to senior client leadership to support decision-making 

-Experience with Microsoft Office, including Word, PowerPoint, and Excel

-Ability to contribute in a team-oriented environment

-Ability to work independently, collaboratively, creatively, and analytically in a problem-solving environment

-Active TS/SCI clearance required

-BA or BS degree

Additional Qualifications:

-Experience with researching and formulating Communications Security (COMSEC), Cryptographic, Encryption, and Cybersecurity requirements for Navy and DoD programs, including Computer Network Defense (CND) and Information Systems Security Program (ISSP)

-Experience with Navy staff as military, civilian, or contractor in OPNAV or Navy Systems Commands (SYSCOMs)

-Experience with Navy Financial Management or IT systems and databases

-Knowledge of Planning, Programming, Budget, and Execution (PPBE) and requirements generation processes

-Possession of excellent technical, analytic, and organizational skills

-Possession of excellent oral and written communication skills

Clearance:
