Cybersecurity Subject Matter Expert

Key Role:
Provide the oversight, analysis, and guidance required to secure and defend DoD systems and capabilities in the Cyberspace domain across all command, control, communications, and computers (C4) mission areas. Support strategic planning, infrastructure planning, and capital planning, including the design, development, configuration, operation, and protection of the information environment and the development and implementation of C4 policies and capabilities and programs and portfolio management. Collaborate with clients to define strategies, policies, programs, requirements, and capabilities for tactical communications, including line of sight and non-space based beyond line of sight communications in the aerial, terrestrial, and maritime domains. Analyze the development of policies, technical analyses and assessments, standards, and architectural representations on all matters regarding aerial, space, and terrestrial communications capabilities, command and control systems and mission applications, defense services and gateways, network management and operations, position, navigation, and timing (PNT), commercial mobile devices, and personnel recovery systems. Document current tactical communications capability gaps and requirements, identify potential capability alternatives to resolve mission shortfalls, and conduct or participate in appropriate business case analysis (BCA) and analysis of alternatives (AoA) to support the development of future programs to meet warfighter needs. Drive strategic planning and lead activities supporting long range and near term C4 systems, including radio and waveform development plans to identify critical capabilities and capability gaps and develop roadmaps to guide the strategic incremental evolution and moderation of tactical communication capabilities within all operational environments. Conduct risk assessment analysis of DoD C4 infrastructure in accordance with DoDI 8510.01 and other department guidance, mandates, and standards.
 

Basic Qualifications:
-10+ years of experience with DoD information networks and systems 
-5+ years of experience with Red Team or Penetration Testing of non-traditional IT C4 systems, including SATCOM, PNT, wireless, and tactical radio
-Experience with presenting to all levels of management and writing technical document including software requirements and design documents
-Experience with configuration management tools
-Experience with presentation tools, including Microsoft Office
-Knowledge of support planning and assessment of force protection operations
-Knowledge of Joint planning support to warfighters for PNT superiority using tools, including the Adaptive Planning and Execution System (APEX) and Joint Planning and Execution System (JPES)
-Knowledge of the Joint Capability Development and Integration System (JCIDS) and system development best practices and processes
-Active TS/SCI clearance
-HS diploma or GED
 

Additional Qualifications:
-Experience in working with other senior leaders in engineering and program directorates to engage potential customers on mission-level challenge problems
-Experience with conducting risk assessment analysis of DoD C4 infrastructure in accordance with DoDI 8510.01 and other department guidance, mandates, and standards
-Ability to collaborate with clients to define strategy, policy, programmatic, requirements, and capabilities for tactical communications, including line of sight and non-space based beyond line of sight communications in the aerial, terrestrial, and maritime domains, such as: Joint Service tactical radio and waveform programs of record and non-development items, the multi-functional Information Distribution System (MIDS), the Warfighter Information Network – Tactical (WIN-T), aerial communications, CANES, radio, waveform, COMSEC, and TRANSEC modernization, Tactical Data Links (TDLs), Joint Tactical Networking Center (JTNC) DoD Instruction 4630.09, and emerging capabilities within non-space based tactical communication domain
-Ability to serve as a thought leader related to Cybersecurity vulnerabilities within the client domain
-Ability to work closely with cross-functional teams to uncover and address strategic technology development and business development opportunities
-Ability to execute complex assignments with minimal management direction
-Ability to mentor technical staff and development teams to successfully work to deadlines, often while successfully managing to multiple competing priorities
-BS degree
