Defense Research Analyst, Senior

Key Role:
Serve as an expert on naval aviation sustainment solutions, responsible for driving the development, strategy, vision, and program support for naval aviation readiness programs, including design for sustainment, reliability analysis, maintenance planning, supply issues, and operational impacts on consulting engagements. Serve as a senior executive level advisor, provide support to the customer on program or project operations, and determine the adequacy and acceptability of evolving program or project plans and change management strategies and processes to improve operations. Apply knowledge of business management principles, organizational structures, and information management techniques to analyze long- and short-term management plans designed to achieve the outcomes desired by the organization. Analyze in-place business, operational, and financial processes and management relationships, and identify and recommend programmatic approaches to redefine, organize, design, analyze, and modify current practices and processes. Perform tasks that require both practical expertise and theoretical, state-of-the-art, technical comprehension. Act as a project team lead and review user and technical requirements, identify tasks, assign and coordinate resources, create and track project schedules, perform as an advanced consultant with capability knowledge, and excel at client delivery. Develop competency in project and financial management and be involved in managing teams and formulating business strategies.

Basic Qualifications:
-Experience with naval aviation sustainment and its processes, logistics, and IT systems required
-Knowledge of the provider side of the naval aviation sustainment system, the naval aviation enterprise, and the aviation logistics environment and many of its subsystems, including VECTOR, DECKPLATE, OOMA, AMSRR, SHARP, DRS, JEDMICS, NAMS, and NOSS     
-Ability to demonstrate expertise in the entire domain of client operations, including maintenance and supply chain management, leading a team to determine the root causes of naval aviation’s sustainment issues, and presenting solutions
-Secret clearance required
-BA or BS degree or 10 years of experience with naval aviation sustainment solutions

Additional Qualifications:
-Experience with program management and DoD acquisition systems in the sustainment phase
-Ability to lead a team to devise a strategic plan and build an acquisition plan to revolutionize the aviation sustainment IT infrastructure and lead an IT development program
