Defense System Acquisition Specialist

Key Role:

Support a Navy program office, including assisting the client with developing and evaluating acquisition strategies and performing analyses. Develop and review documentation and apply expertise in defense systems acquisition to supporting the development, acquisition, and fielding of Navy systems. Develop acquisition guidance and recommend policy to the client. Serve as a developer of program acquisition information for programs of record and review acquisition program information submitted as part of a program's milestone decision package and other program reviews. Perform milestone or decision review planning and analysis. Research and implement all higher echelon guidance and mandates defined in DoD and Navy document series and JCS documents. Monitor and report program office compliance with DoD and program executive office (PEO) acquisition processes, procedures, and policies.

Basic Qualifications:

-8+ years of experience with DoD acquisition programs ACAT I-IV and AAP

-3+ years of experience with direct support for a Navy organization performing systems acquisition

-Experience with DoD or SECNAV 5000 instructions and the development of acquisition documents, including JCIDS, acquisition strategies, acquisition program baselines, cost analysis requirement descriptions, AoAs, and integrated master schedules

-Experience with executing schedule requirements

-Experience with risk management

-Experience with Microsoft Office Suite

-Secret clearance

-BA or BS degree

-DAWIA Level III Program Management or PMP Certification

Additional Qualifications:

-Experience with the ACAT I program

-Knowledge of Federal Acquisition Regulations (FARs) and DFARS

-Possession of excellent oral and written communication skills

-Possession of excellent organizational skills

-TS/SCI clearance preferred

-MA or MS degree preferred; MBA or JD degree a plus

-PMI RMP Certification
