Digital Solutions Contract Manager

Key Role:

Act as a lead for providing contracts support to complex government services contracts, including fixed-price, T&M, or cost-type contracts for digital solutions services, such as the software development lifecycle and other IT services. Work closely with the business development, functional delivery, and acquisition teams in providing contract leadership, advice, and support. Review and analyze solicitations for potential risks and suggested proposal strategies, including compliance with requirements and recommended bid strategy. Assist with proposal development, including solicitation reviews, risk identification, and the development of mitigation strategies. Negotiate and administer NDAs, teaming agreements, and subcontracts with prime contractors and the US government in accordance with firm templates and policies. Provide subject matter expertise in contract terms and conditions from pre-award through post-award, develop and recommend solutions to challenges proactively, and monitor trends in federal procurement and the impact to account portfolio.  Maintain responsibility for managing staff, as needed.

Basic Qualifications:

-10+ years of experience with contract administration and negotiation

-Experience with fixed-price digital solutions contracts, including contracts for the software development lifecycle, digital solutions, and other IT services associated with customized software and COTS or GOTS solutions

-Experience with all contract types, including fixed-price, T&M, and cost reimbursable

-Experience in negotiating contracts with industry partners, including non-disclosure and teaming agreements
-Experience in addressing contract risks associated with health IT, including HIPPA, PII, and PHI

-Knowledge of the software development lifecycle and contracting terms and conditions designed to reasonably bound risk

-Knowledge of FAR and agency supplements, including the Veterans (VA) Acquisition Regulation (VAAR)
-Ability to support a quick paced, high-volume, diverse workload successfully


Additional Qualifications:

-Experience with GSA schedules and government-wide acquisition contracts
-Knowledge of evolving technology trends
-Possession of excellent customer relationship development and management skills with internal and external customers

-Possession of excellent oral and written communication skills

-BA or BS degree
